  Hong Kong, Guangdong sign cooperation pacts  
     
  Hong Kong has signed several major agreements with neighbouring southern Chinese province of Guangdong in an ongoing effort to further strengthen cross-boundary ties.

The four co-operation agreements were signed after the 13th Plenary of the Hong Kong/Guangdong Co-operation Joint Conference in Guangzhou on September 16 co-chaired by Hong Kong’s Chief Executive Donald Tsang and Guangdong Governor Huang Huahua.
 
     
  Both sides reviewed the progress of the major co-operation initiatives of Hong Kong and Guangdong over the past year and discussed the direction of future development.

The co-operation agreements signed by the two Governments are:

Arrangement on the Implementation of the Framework Agreement on Hong Kong-Guangdong Co-operation;
Agreement on Joint Promotion of Hong Kong-Guangdong Industry-Academia-Research Co-operation;
Guangdong and Hong Kong Co-operation Arrangement on Search & Rescue at Sea;and
Co-operation Agreement between Guangdong and Hong Kong on Quality Agricultural Products.

Good progress has been made on all 43 projects identified in the 2010 Work Plan as part of the Framework Agreement and next year’s Work Plan is being finalised. Relevant policies will also be incorporated into China’s National Five-Year Plan.

The agreement comes as progress is being made in other key plans including the "Building a Quality Living Area" – a strategy for the future of the Pearl River Delta being drawn up by the Hong Kong, Guangdong and Macau governments – and a new plan to guide the development of the Qianhai area in the neighbouring city of Shenzhen.

Mr Tsang said the State Council had given its in-principle approval to the Overall Development Plan on Hong Kong-Shenzhen Co-operation on Modern Service Industries in the Qianhai Area.

"The Guangdong Economic & Trade Office of the HKSAR Government has set up a Shenzhen Liaison Unit in Shenzhen to assist in taking forward co-operation in the development of modern service industries in Qianhai and other new measures," Mr Tsang said.
