  HK - Guangdong pact to boost economic growth  
     
  Hong Kong has signed a landmark agreement with neighbouring Guangdong province that will ultimately create one of the world’s most dynamic regional economies, underpinning growth in southern China’s Pearl River Delta.

Hong Kong Chief Executive Donald Tsang and Guangdong Governor Huang Huahua signed the document at the Great Hall of the People in Beijing on April 7 in a ceremony attended by Chinese Vice-President Xi Jinping and other state leaders.
 
     
  The agreement sets out clear objectives for unprecedented levels of close, cross-border between Hong Kong and Guangdong including:  
     
  the creation of a new world class economic zone through joint socio-economic development in Hong Kong and Guangdong;  
       
  enhancing Hong Kong's position as an international financial centre and the expedited development of financial services industries in Guangdong to build an international financial centre with Hong Kong;  
       
  capitalising on the competitiveness of Hong Kong's service industries and Guangdong's manufacturing industries to build an advanced global manufacturing and modern services base;  
       
  to facilitate the flow of key factors such as people, goods, information and capital across the boundary, with a view to building an international aviation, shipping and logistics hub and a world-class modern economic circulation sphere;  
       
  to implement a regional ecology and environment protection regime operating at the highest national standards to create a quality living area; and  
       
  to promote collaborative development between Hong Kong and Pearl River Delta cities to form a world-class metropolis cluster.  
       
  To achieve the objectives, Hong Kong and Guangdong have put forward specific policies and measures, and set out major initiatives for 2010, across a range of sectors.

Key financial services goals will include the listing of more Guangdong enterprises on the Hong Kong stock exchange and greater use of China’s renminbi currency in cross border transactions. More work will continue on helping Hong Kong-backed enterprises tap into the Chinese market and improved ties between authorities and legal bodies in both jurisdictions.

To facilitate the flow of people, goods, information and capital, the two Governments will expedite the construction of cross-boundary infrastructure including highways and rail links. This will include the completion of a road bridge linking Hong Kong with Macao and Zhuhai across the delta by 2015.

The Pearl River Delta’s five major airports will develop closer ties and seek national support for enlarging regional air space. Other plans include a network of short-haul helicopter services, support for Hong Kong as an international maritime centre, and the development of an international logistics hub.

Environmental and ecological protection policies include jointly exploring reduction targets and options for total air pollutants emission in the delta region in 2011-2020. In 2010, both jurisdictions will strengthen co-operation in studying the relationship between photochemical smog, hazy weather and atmospheric air quality, and improve the delta's regional air quality monitoring network.

A joint programme will drive improvements in cleaner production in manufacturing and industry, deliver more environmental protection for the Pearl River estuary and the growth of electric cars for passenger use and as a developing industry.

Higher education institutions will jointly offer education programmes in 2010, opening up education resources for secondary and primary education and continuing the exchange and collaboration for teacher training.

Hong Kong-Guangdong industry- university research bases, joint laboratories, joint engineering research centres, humanities and social sciences research bases and innovation and technology parks will be established, and there will be support for tertiary institutions from both places to undertake key scientific and technological research projects at national, ministerial or provincial levels.
