Major infrastructure projects making good progress

Major infrastructure projects announced by the Chief Executive in his 2007 Policy Address are making good progress.

The Hong Kong-Zhuhai-Macao Bridge Authority recently completed the tendering process of the design and build contract for the artificial islands and tunnel of the Hong Kong-Zhuhai-Macao Bridge (HZMB). The joint venture led by China Communications Construction Co. ranked as the first candidate in the tender assessment.

The HZMB has a total length of 29.6 km adopting a bridge-cum-tunnel dual-3-lane arrangement. The contract mainly consists of the design and construction of an immersed tube tunnel of approximate 6.7km and two artificial islands.

It is anticipated that the technical difficulties and challenges will be significant, taking into account the long distance ventilation and safety design, prefabrication and marine transportation of huge pipe segments, joining pipe segments under high water pressure as well as construction of the west and east artificial islands.

On completion, the tunnel will become the longest immersed tube tunnel in the world. The contract will commence this year for completion by the end of 2016.

The railway scheme for the Shatin to Central Link (SCL) was published in the Gazette on November 26. The SCL will be a 17-kilometre long railway, with 10 stations running mostly underground. The SCL will not only increase the capacity of the existing railways that carry passengers from Shatin to Kowloon and across the Harbour, but will also provide railway service to the new developments in Southeast Kowloon (the old airport site).

The estimated cost for the entire SCL project will be over HK$60 billion. The electronic version of the Scheme and the Plans can be viewed on the Highways Department's website (www.hyd.gov.hk/eng/major/road/rail/index.htm).

Meanwhile, the Chief Executive in Council had authorised works for two new Mass Transit Railway links - the South Island Line and the Kwun Tong Line Extension - to start in the middle of 2011 for completion in 2015.

The 7 km South Island Line will connect Admiralty with South Horizon via stations at Ocean Park, Wong Chuk Hang and Lei Tung Estate. The estimated construction costs will be around HK$12.3 - $12.6 billion.

The Kwun Tong Line Extension connects the MTR Kwun Tong Line from Yau Ma Tei Stations to Whampoa via an interchange at the proposed Ho Man Tin Station for the Future SCL. The estimated construction cost is HK$5.6 billion.
